No. A buyer or insurer survey is separate from local-vessel licensing, plan approval and survey administered under Hong Kong’s Marine Department framework.
No. Marine Department guidance says many Class IV vessels used exclusively for pleasure and not let for hire or reward do not require plan approval or a Certificate of Survey, but specified large, novel-construction or hire-and-reward categories follow different rules.
