No. The Agence Portuaire Maritime et Fluviale administers maritime and port functions and regional offices. A buyer, insurer, lender or owner survey is separate.
APMF lists regional offices including Antsiranana, Toamasina, Mahajanga, Nosy Be, Sainte-Marie, Morondava, Fort-Dauphin and Toliara. Current official procedures should be confirmed with the relevant office.
