No. The Instituto Marítimo Portuário is Cape Verde’s maritime administration and publishes vessel inspection and registration procedures. A private survey is separate.
The IMP’s published procedure includes a registration-inspection record. The IMP must confirm the current inspection, surveyor and document requirements for the vessel.
Potentially, but each island is a separate mobilization. Flights or ferries, accommodation, weather and return attendance should be quoted explicitly.
An afloat inspection can be useful, but a full pre-purchase scope normally benefits from hull inspection ashore and may include a sea trial.
