No. Prefectura Naval Argentina is the national maritime authority and administers vessel registration and technical safety inspections. A private survey is separate.
The current REGINAVE names Prefectura Naval Argentina as the implementing authority. Prefectura must confirm any statutory inspection, recognized-organization or certificate requirement.
