No. A buyer, insurer, lender or owner survey is separate from BMSR statutory surveys, inspections and certification.
BMSR states that appointed IACS classification societies and other recognized organizations survey and issue statutory certificates on its behalf. Authorization must be confirmed for the vessel.
Requirements vary by vessel and registration route, and BMSR has published guidance that some registrations do not require one. Obtain current written confirmation from the Registry.
